I think you beat me to the comments I was going to make. In regards to Option A you want powers that help protect your lightly defended regions. Not your heavily defended ones. While you can try to defend your borders your opponents are mostly going to be aiming for your lone units making the power very weak.
Option B is good but would slow down the game considerably nott o mention players will often count out an attack realize they don't like it and take it back (before final conquest roll). A power like this would mess that up.
